Abstract

On March 15, Peruvian President Martín Vizcarra, in a message to the nation, announced that, with 71 positive cases, he was declaring a state of emergency, just 9 days after announcing on national television the presence of the first positive case, a worker of a well-known airline. In hindsight, we all forget that it was considered at the time a very drastic decision, even a hasty one; but the Head of the Nation was definitely already completely soaked in the world's reality, just four days away from the late declaration by the WHO, on March 11, 2020, of COVID-19, as a Pandemic.
