Author Biography

Santiago Rojas Tuya, Universidad Ricardo Palma, Lima, Perú.

Electronic engineer with a master's degree in Telecommunications from the University of Brussels, Belgium, specializing in Spain, France and Brazil. He has carried out various works and consultancies with the UNDP/PCM, the IDB/MINSA and ASETA (Association of Telecommunications Companies of the Andean Group). Former Manager of Inspection and Supervision OSIPTEL. He is also a professor in the Telecommunications master's degree at the San Marcos University, project director of Inictel and director of the Electronics chapter of the College of Engineers of Peru. Principal Professor and Director of the School of Electronic Engineering at the Ricardo Palma University. Undergraduate professor at the San Martín de Porres University. Doctor of Education.
